I will give you tutorial for applying rank
Note : Please read Requirement for Higher Rank before you applying rank

1. Goto Apply Rank

2. Goto Application Format

3. Copy the form

4. Back to Apply Rank

5. Find New Topic button and press it

6. Write your application title

7. Paste the form

8. After done with it click Send
